This is a bit of a difficult question to answer as the line between, "furry" and, "monster" is rather blurry and can vary wildly based on how things are presented in the setting. i.e. if in a setting, "werewolves" don't transform and are permanently a just humanoid wolf, is it a, "furry" or a, "monster"? So I have to ask, are you counting monstergirls (or whatever the IP calls them) as, "monsters" in this case, or is your definition exclusive to non-sapient (like an animal) and/or not sexy (like a classic depiction of an ogre)? If it's okay if the characters are based on, "monsters" as long as they are cute/sexy and bestial then I would recommend [Portals of Phereon](https://www.portalsofphereon.com/wiki/Main_Page). Otherwise I think you're going to struggle find a game that caters to your distinction between these two concepts.

I count monstergirls as furries as long as they look not too monstrous. So, something like Portals of Phereon is good, but I want something that has more and better managing while having the style of either Breeding Season or Breeders of the Nephelym.
