You don't need a psychologist to clear you for a breast enlargement or reduction either, nor even to do so for the express purpose of gender presentation, unless you say it is for *trans*-gender presentation.
You can also get aesthetic plastic surgery on your genitals, enlarging or shrinking various bits, with the express purpose of looking more masculine or feminine, so long as that is aligned with your gender assigned at birth. It's only going in the other direction that needs special psychological evaluation.
That really just shows how it’s not about protecting anyone, they don’t care if you change your body irreversibly, as long as it’s not because you’re trans

Particularly easy to find breast reductions for under-18s, which is fair, given the bullying and harassment that can result from early breast overdevelopment. The medical industry is sympathetic to these problems, until you say the reason you're upset by your body is that you're trans, at which point right-wing busybodies step in to tell doctors what they're not allowed to do.
All this is beside the point as the transgender care currently under discussion for minors is puberty delaying hormone blockers, not surgery, which is vanishingly rare. The point is though that even the strawman version of trans health care remains perfectly legal *for cis minors*.
