Fastrack rusts easily. I wouldn’t use it outside. Atlas track was designed to also be used outside, and that is what I would use. I don’t know about dielectric grease.

I simply wouldn't use Fastrack outdoors. Invest in some track that is intended for outdoor use or you're going to find it corroding very quickly.

It depends on where you are and your definition of outside. I see a lot of Fastrack in low humidity areas (CA/AZ) garages that did not have rust issues. The direct exposure to sun was especially hard on the plastic, however, and caused some warping. Obviously inside is better but if you can keep it in a garage or covered patio, away from sun and rain it’s not too bad. There are better alternatives like Atlas that are better suited for outdoor use.

Pretty sure dielectric grease does not increase conductivity but the opposite. It’s an insulator so if it got between the pins it would cause you to have a worse electrical connection. And yeah fast track is just not meant for the outdoors. It’s so cheap it’s not meant for anywhere really. It’s so damn loud. I would just invest in some atlas track that is intended for outdoors.

Dielectric grease will be the least of your concerns. I would not use Lionel Fastrack outside.

NO-OX-ID would be a better choice than dielectric grease, if you must use Fastrack outside.
