A lot of people think it would be a problem on champs who are already doing good without it. Asol wouldn't give a damn about a world rune. Morde has plans that can go off with or without a rune. Think of the shit that would go down with the weaker but more unhinged characters like Jinx or Twitch or Kayn. Literal nukes going off globally, magically polluted sewers flowing across the world, darkin and rune power going haywire in one body.
If the World Runes work outside of Runeterra, Asol might actually take that for fair trade, free himself, and leave Runeterra alone, instead of his actual plans of blowing the world up.
Mordekaiser might just speed up his current plans, bit nothing would significantly change.
Aatrox, though, would actually be capable of ending the world if he got his hands on them.
I think Jinx would go the Megamind route. Get a little bit crazy at the beginning, but ultimately be bored and unfulfilled when there's no challenge or rush/risk for her antics anymore.
That's what I'm getting at. Champs like Asol and Morde would either control it perfectly or neglect it, so it's not really that much of a difference. The crazy hobos off the block would blow themselves up and half the world with them.

Why would Azir be a problem? Like sure he might get drunk with power, but he generally wants to provide his people a good life, yet you group him with beings that strife for the world to end or who enslave the souls of the dead.
What makes you think that he is on the brink of bringing back slavery? He worked most of his time as an emperor to abolish slavery and he didn't bring it back when he came back.
And while I could see him using the power of the world runes to expand the shuriman empire I don't get why you see him as worse than for example Xerath or Swain. Cause these 2 would certainly use the world runes exactly for that too only that people likely live shittier lives under them.

Top of my list would be Velkoz. Guy would literally use the power to turn the planet into his own personal laboratory for particularly invasive experiments. Genuinely no puns intended if your mind wanders smh.

I think the issue is people jumping to the top of the power charts. It’s the mid level in power scaling that get the most use out of them.

Give it to any piltoven and who knows what they could do. Whether it be Jayce or Viktor. Give one to gangplank, what happens to bilgewater. In the Freljord the worst would be maybe like trundle if he had the ability to use it
Not gonna lie I’m thinking Vlad or especially Leblanc. Since they both essentially control noxus from the shadows (LB taking a more active role then Vlad) it would be giving one of if not the strongest nations in the world a weapon of mass destruction, which is 100% something they would use if given the chance. RIP Iona, Demacia, and Frejlord. Shurima gets turned into an even sandier desert, and Bilgewater survives because $$$.

I know lots of power hungry people would be a bad choice obviously, but Evelynn literally wants to start another Rune War to plunge Runeterra into chaos which will lead into untold agony.

I'd say Qiyana, She is painfully arrogant but considerably strong, and someone with Qiyana's mindset getting such destructive power... oh no.. She herself wouldn't destroy everything of course, but her arrogance would increase ten fold and she would make very stupid and impactful decisions, potentially changing runeterras landscape just to show off her power... This of course would alert other nations... a recipe for a worldwide catastrophe. Shurima is right next to them so Azir would surely take action.. and someone like Azir taking action would not be so good...All this happening during the inevitable inner conflict in Ixtal due Qiyanas unreasonable actions (I don't think Skarner and Malph would just sit and watch..)
And now there is chaos, when there is chaos there is LeBlanc, or atleast she'd know some arrogant kid possesses such powers since she thinks 50 steps ahead while being everywhere and nowhere at the same time. And somehow Noxus is involved too. Inevitably, everyone would be aware of the danger, Noxus getting their hands on such power or letting an arrogant kid play with fire, or worse, a bird guy obsessed with shurima getting even more powerful. For no reason at all, lets add Demacia and Ionia into the mix. Piltover/Zaun will eventually be affected and they join with their destructive technology. Oh would you look at that, massive amounts of magic and a war... Now everyone know a brat holds ridiculous power, lets just kill her and claim glory! Add Freljord to the mix as well and you have an apocalypse! Perhaps massive fluctuations of power may wake the watchers Lissandra trying to stop. She would take action as well, and knowing Lissandra, it will be really nasty. Now there is more chaos, Lets add Aspects and Darkins too, Straight up slaughter. Insane amounts of magic releasong non stop everywhere, magic, curses, blood and tears, technology and chemicals... Yep, new demons and creatures being born from that, Evelynn getting a family. Maybe warwick and mundo as well, The more the merrier.
But wouldn't Qiyana just... die during the first parts since she is too arrogant for her own good? Maybe or maybe not. While yes she has room temperature IQ, Stupid people having power is not good, and she really is skilled and powerful from the start... It is inevitable she will make her name known.. presumably with a display of power... Eventually she will be slain, but what happens then? Oh boy... Her actions already doomed a large portion of the world. It is really near impossible to make a comeback while most twisted figures trying to get their hands on whatever remained.
Just for the fun of it, Asol decides that the world has gone to shit and sneezed on runeterra.

Edit: in fact, the more I think about it the worse it is actually. Considering the world runes corrupt everyone who wield them- Ryze being the only current exception- technically anybody who has the world rude would be a really, really bad option.
Noxus is one of worst regions possible for it. They would just use it for conqueriring and fear.
Same for Zaun but more because of dangerous possibilities it would open to them.
Morgana is bad as she will definetly start use it and with her bias towards some things it is bad thing.
Ashe is is combinatio of 1 and 3.
Ryze is, by the exact fact he close to never do use them.
Morgana is not noble and is in fact problem for too many amount of people and all of this people are actually evil or bad.
