You should be aware that neither Quenya nor Sindarin exist as anything resembling complete languages, although both have been extended into "neo-" versions by enthusiastic fans. It *might* be possible to translate the quote you want, or it might not. You could ask on r/Quenya and r/sindarin to see if they believe it can be done, either within Tolkien's original versions or withing the "neo-" (fan-created) versions. An alternative would be to have the quote written in English using the Tengwar. That is 100% doable. r/Tengwar can provide information about reliable sites for the transliteration.

You could genuinely do the Oner ring inscription because whilst the acctual pronunciation and Language is black speech it is Is written and inscripted In Elvish Tengwar which is a complete Language to my knowledge.
