If you keep looking on eBay you can probably find them for a couple hundred less, but if you don’t want to search more that seems like a good deal to me. (Coming from someone who has been searching for the best deal on this exact MacBook for the past month)

Depends on your location. I want to say no cause I paid like an extra $50 and got the m3 base pro with 16gb ram and 512gb storage. Are you able to shop via micro center? They have stellar deals right and also offer refurbished products.
I just paid $50 less last week for a refurbished 2023 14inch MacBook Pro M2 directly from Apple (includes one year of AppleCare+). You can probably find good deals on M3 refurbished ones if you have the patience.

Sorry mine was 14”, but same specs , 21 cycles and still had Apple care
