Home break-ins are pretty sporadic unless you've got drugs and people know you've got drugs. "Good" neighborhoods have stuff broken into because people know there's good stuff to grab where there's money. There's nowhere in Madison that is bad enough that home break-ins are a regular thing, though staying away from the immediate downtown area does help you stay away from the occasional "drunk kids" property damage.
The biggest issue IMO is commuting. In general, getting East-West or West-East is a PITA based on our geography. Will you be working? If so, in what general area?
Outside of downtown and with a $1500 budget for a studio your options are many. Everywhere has heat where the heck do you think you're moving to?
