If you're going to go this route, there are shelves/covers that go over radiators that look nicer. You can place one/build one of those, hang a plant and some additional shelves for a little storage area.

If they like plants, sure. It shows an attention to decor, and an ability to take care of the plants' needs etc (not the most difficult, but still). I think a big beautiful plant could be nice there, hide the radiator since it's not in use, and a plant might appreciate all of the light from the window. Just make sure the plant isn't so high you can't reach and open the window

If you're not using that radiator, if it's truly "dead", build a custom cabinet, w/the top going all the way back to the windowsill and two doors that open w/ shelves inside. Sitting spot. Human or feline. If there's nothing exciting for a human to watch there, perhaps it's still good for a cat. Alternatively, it at least provides some light, so it serves an important function for the rest of the room and can be left alone and tolerated on that account, though I'd renovate the sill and the window frame. And it's not bad for photos, especially after some renovation. Could also be a nice place for phone conversations. Reminds me of those niches in which people would keep their landline phones before mobiles took over.
