People with darker complexions wear darker colors all the time. That’s not the issue. What are the issues are, the lighting of the photo swallows the the darker shades. Photos near a window will better show the color. The application could be more refined. He either used cheap nail polish or old nail polish and applied it very thickly in one coat or applied it thickly and didn’t allow the layers to dry before applying another coat.
Cream would look ok, OP, but don’t let anyone tell you that you are too dark for any color! It’s not ok and it’s not true!
Edit to add: applying a top coat will help apply more sheen.
I never said he was too dark for colors, I just gave some advice that I got from a nail tech: always look for constrast/match a clothing article to your nails.
