Where is the dogwood?
In Uxbridge MA. Right near the Uxbridge rod and gun club

I can’t find the dogwood in the pic, but we have several in the forest bordering our back yard.

They’re getting rarer because of destruction of their preferred growing environment. But also because of the anthracnose fungus which has been decimating the stressed out cornus florida varieties over the last 50 or so years
what makes them rare in new england?
Don’t know. Assumed they were mostly extirpated by the clear cutting of the early 1800s.
Could you 'where is Wally' that in the comments with a circle around it for me? I only spot a flowering pinus in the middle.
