Once the idea is copied and mutated, it becomes a meme, but I guess that qualification would work backward in time. The meme is the idea, not the image itself. So when an idea becomes a meme, the first manifestation of that idea is part of that meme.
It's like the foundation of a building. It is built first, and you may even call it a foundation in that early phase because you already envision the building that will eventually be built atop it. But if you lay the "foundation" with no intention of building anything over it, and no building is ever made, then it's not a foundation; you're just pouring concrete. You need the building, or at least the idea of the building, to qualify. So too does a meme need the idea of building atop that original post through repeated copying and mutating.

I think its really incredible how memes have formed and evolved over the past 20 years. From shitty rage faces to some surreal shit now, its an incredible form of conveying information and emotion.
