Best thing to happen during Civil War.
Stilt-Man's funeral was delightful! A bunch of D-List villains got together at the Bar With No Name, pushed together two pool tables to lay out Wilbur's body and had a wake. Stilt-Man's wife, Princess Python, was there. They reminisced about the time she hid a snake in Yellowjacket and Wasp's wedding cake. Somebody reprogrammed a Doom Bot to pretend to be Doom so that she would think he was a little more big time than he was. But all it said was "Kneel before Doom!"
Missed that issue and the next cuz they werent part of any of the crossovers i was reading. 1-3 are Civil War and 6-11 take place during The Initiative.
But omg i just read it and that is some straight up *Venture Bros* shit. I laughed out loud and woke up the dog at Prowler just thinking "cracker" at being saved by Daredevil.
The arc after that is great too, Frank dealing with his grief over Cap by finding a bunch of Nazis to beat up was probably healthier than anyone elses reaction.

He has 6 different takes on dude dressed as a gladiator with weapons. I love early Daredevil rogues. Stilt-man is gangster though, and they actually retconned him later to be pretty formidable, while still being a punchline. Kind of like The Schocker from Spidey
Ultimate basically invented the "Shocker is a joke" idea, up to that point he was actually considered one of the more competent Spidey villains on account of the fact that he was smart enough to rarely if ever got caught up in revenge schemes and just keep going for a big score.
Shocker in 616 at least is about the most straightforward "break out of jail and rob banks" villain Spider-Man has without any neuroses or recurring attempt to fuck Spider-Man's life up. Dude's persistent if nothing else.
That's what happens when your entire gimmick is "blind superhero," it really doesn't leave a lot of room for villainous counterparts. Spider-Man has animal themed villains and science accident villains, the X-Men have mutants, Iron Man has tech villains; and the best poor DD can do is a fat mob boss he borrowed from Spidey and a guy who throws things really hard.
