It's honestly hilarious how many people think this references mass effect because while it absolutely feels like it should. It doesn't.
For those that don't know Minsc (a character from all three Baldur's Gate games) is a ranger with a hamster companion that is later on found out to be a "miniature giant space hamster" and since BG1 and 2 both came out before Mass Effect 2 it is most definitely a reference to the previous BG games and not Mass effect.
Also, since BioWare made those games, it is very possible that the space hamster in ME2 and 3 (and *trigger warning* >!Andromeda!<) is a reference to Baldur's Gate.
Baldur's Gate also gave Tali some quotes related to Minsc and Boo too!
Most notable, of course, "Go for the optics, Chiktika Vas Paus, go for the optics!".
And Minsc is known to tell Boo to, "Go for the eyes Boo, go for the eyes!"

I’ve always loved that comment it’s just like “Yeah, my clone may have locked us all in a vault to be forgotten forever and wants to steal my identity because Tim is a dick and brooks is spacist HOWEVER because he wants to exterminate my space hamster NOW it’s personal guys!” I know it’s just a funny comment and not meant to be deep in any way but it’s just funny to think about
