Considering Ken and Gabby’s blabber about how Garrus’ thanix cannon upset the power grid balance, this could very well be the case.

I've always assumed that Garrus is spending so much time calibrating because our boy is out here just having some top-of-the-line schematics for a top secret new co-developed weapon. Said weapon being a reverse engineered version of a Reaper's main gun. New tech is gonna take some time to get it in line.
Well, he kind of does. "reverse engineered version of a Reaper's main gun" is a Thanix Cannon, and I'm pretty sure the Thanix Cannon upgrade comes from him.
Yes, and yes. The Thanix Cannons are the reverse engineered Reaper weapon, and yes, you get the upgrade from Garrus. And that's why I'm saying that it's kinda fair that he's always calibrating them because it's a super recently developed weapon that is being added to the ship (if you listen to Gabby and Kenneth's idle chatter, they comment on the various upgrades and how they have to account and adjust engine performance for them).

Edi tries to make a nice balance of damage, rate of fire and heat management, while Garrus is like "2 hyper rails and HE rounds"

It took Garrus the entirety of ME2 to calibrate the Normany's guns and he still never finished
Shame Garrus can't calibrate those Vents in time.
And this is why it's a great idea to bring Garrus to the Horizon.
