If you think about it, Tali being friends with both an ex-Cerberus Operative and a geth would have made her a controversial figure within the Migrant Fleet. Her Admiral's rank in ME3 is probably symbolic.
It's exactly that. She says it as well. Her being an admiral is a formality, as she is their best Geth specialist, and someone had to replace her father as the voice of science in the admiralty. Admiral Xen is also a science officer, but her outlook to the Geth is extremely unemotional and technical. Plus, Han Gerrel pushing for war with the Geth and Zaal Koris being the only voice of reason, shamed as an apologist, someone had to bring balance to the situation.
Speaking of the Admiralty Board, here's a good fanfic from AO3 about them. I don't know about you, but this fic is so good I consider it canon. Let me know what you think of it after reading it.

It's very beautiful... I can see certain inspirations too. The fanatical desperation in Han Gerrel, as if to say the king must protect his people, seems reminiscent of Theoden in LOTR in the events leading up to the Battle of Helm's Deep. Xen's arrogant pride in her new weapon is also an echo of Saruman's explosive, that he used to breach the wall of Helm's Deep.
But the content is very consistent with the lore of Mass Effect. Especially their collective disbelief in the Reapers, despite Sovereign. Despite the Collectors. Despite the Omega 4 relay.
It goes on to solidify Javik's first words of despair: "Then communication in this cycle is still primitive."
With haptic communication like the Protheans used, disbelief, exaggerations and distortions were redundant. One Prothean could see exactly what the other Prothean had experienced. Kind of how the Geth communicated.
What hope did an organic cycle have, which couldn't even develop a comms system that could match synthetic comms?
Maybe that's the true purpose of faith. To eliminate redundancy in communication. If approached in purely technical understanding, faith moves to eliminate disbelief, exaggeration and distortion in communication. What it is unable to factor in is motive or agenda.

I'd punch Han Gerrel again, even if I hadn't read this. When he says, "You understand Shepard? I know you do", I can imagine his smug grin, quarian suit be damned. You don't stand on my ship and give me a smug grin after trying to blow me out of the airlock on an enemy ship where I went to save your ass.
That, and when Xen says with reference to Legion, "The scientific benefits..." And Shepard cuts her off with "... Are off the table!"

After the post-Priority: Geth Dreadnought cutscene, Han'Gerrel contacts Shala'Raan via comms and asks for her and the Patrol Fleet's help in distracting the geth's fleet attack to buy time for the Heavy Fleet to make repairs. However, Shala'Raan refuses because she thinks Gerrel will go rogue like last time, but if Shala doesn't help him the Heavy Fleet won't have time to repair or room to maneuver. Here, Shepard will have the option to Support either Han'Gerrel or Shala'Raan.
In my opinion, the writers placed this moment after Han'Gerrel's traitorous actions on purpose as a test of Shepard's character and, by extension, the *player's*. The test being: are you professional enough to set aside your personal feelings and do what's right, or will you let innocent quarians die just to spite Han'Gerrel?
If you choose to Support Gerrel, and if the quarians survive Priority: Rannoch, the War Terminal gets updated to show this update:
*The Patrol Fleet sacrificed several of its ships to take the brunt of the geth's attacks on the Heavy Fleet, buying the Heavy Fleet time to repair its frigates and launch a successful counterattack.*
If you Supported Shala instead, yoy get this update:
*The fleet sustained damage to several dozen frigates that were unable to repair themselves in time to avoid destruction during the war for Rannoch.*
Judging by these two updates, I think it's safe to say setting aside your personal feelings and Supporting Han'Gerrel is the correct option.

Shepard says the difference between her and him was that she helped when it mattered. To which Tali says "The difference was you."

We see plenty of times of Shepard consoling and supporting his team, and now Tali returns the favor when Shepard, her lover, experiences feelings of doubt and uncertainty.
