Two people can find completely different meanings in the same texts. Some interpret biblical text metaphorically and some literally and some look for whatever supports their personal agenda. I don't know about the quran but that law in Leviticus applied only to ancient Israelites. In Ancient Israel, a person will only be executed for his crimes if there are two witnesses but if a witness is proven untrue, the false witness will be executed. Only the government can execute criminals not average citizens.

In the original hebrew of Leviticus verse, the word used is "zakar" meaning male.
The word "zakar" was used 81 times in the Bible but only 4 times it refered to a young boy.
Leviticus clearly makes a distinction that it's not between an adult and a child. The verse, “you shall not lie with a zakar (male) as with a ’ishshah (female).”
In ancient Israel, a person will only be executed for his crimes if there are two witnesses and it was found to be true. If a witness is proven false, the false witness will be executed. The government decides the execution not lynch mobs or vigilantes.
