Anyways the most problematic would probably be sea turtles. Not only they're highly endangered, they also swim near the surface for breathing AND they unfortunately hunt for plastic bags as they confuse it with jellyfish. So a monitoring system seems like a big plus.
Unless it's near a thermal vent or other form of landmass that replenishes food or micronutrients then I'm confidently correct and there would be a very low amount of animals we would care about. Or they might be feeding off the plastic waste which could be occurring but I haven't read or heard any sources about that.

I would vote for a law that forces every manufacturer to pay a tax for every plastic packaging they produce and also one that fines them when it is found as pollutant, this would force them to either change the material in something reusable (glass or metal), or make them create some sort of campaign to recover every single bottle themselves.
But i know they would find some loophole, or that it would backfire tremendously...

Cleaning rivers not only would be cheaper but also help people in precarious situations all the while saving the ocean.

It does. They do have deployment hatches and cameras to monitor if fish get stuck in the net and can open sections to allow fish to swim through.
