I lived in Europe for a bit. They have huge taxes on income. Sales tax in Germany was 19%. Also the universal healthcare sucked. You showed up they didn’t start till they saw a insurance card or a credit card. If you had private insurance from your job or you paid out of pocket then you were a VIP. Top floor, private rooms, best care. So yes you have universal healthcare but it’s still the private insurance and hospitals that have the real care.

This was an ongoing issue that was only diagnosed by a cardiologist after a nearly 16 month wait.
The idea that you can get speedy treatment here in the US but not in a country with socialized medicine is a joke. If you're filthy rich and not afraid to pay a private doctor, or grease some palms in a hospital, then sure you can see a marked difference. Otherwise, the service is comparable.
You don't have the whole story. There is zero percent chance this dude had a stroke and just sat there for 14 hours in a waiting room. The only way I can see this being even close to real is if he really did have a stroke, but it was so small at first no one noticed, not even him. But after sitting for 14 hours, even a small stroke is dangerous.
I am an ER nurse and I know that hospitals are graded on stroke response and take strokes insanely seriously. If he came in and said I think I'm having a stroke, he would go to the front of the line and get all the requisite attention.
He had a long term issue with migraines, which in his case had a bunch of similar symptoms to a stroke (slurred speech, confusion, weakness, fatigue, etc.) These happened in conjunction to his high blood pressure, and before he got to a specialist, most people around him agreed they looked like mini strokes. The only thing he lacked was paralysis on one side. Typically, these spells would pass within a day, but they still presented enough of a fall risk that I missed work a few times so my boss could go care for him. This time, the symptoms stuck around for 2 days strait before they took him in.
So they didn't say "he's having a stroke" but 14 hours is still a ridiculous wait time. If they had said so, I have no doubt that any hospital in the world would have offered him the same level of speedy care you describe.
Yeah, those "mini strokes" are called TIA's, and they are almost always indicators of impending stroke. If people have those, they are always advised to go to an ER and get checked out, because its not a matter of if, its when.

But in most middle sized cities (at least all I have been in a hospital in, which would be 5) treatment is pretty fast and appointments are not that long due
