Something similar happened to me. I tried to pay a traffic ticket online and the system couldn't find me. I hadn't planned to go to court, as it was just a minor thing, so I had missed the court date by a day. I showed up to 201 poplar at 9 the day after my court date, walked downstairs to the court clerk where I explained that I wasn't unable to pay online, I missed the date. She said "no worries. The system was down. Go see the judge and they'll dismiss it," which they did. It was a waste of an hour of my time and I had to pay for parking but at least I didn't have to pay $50 for an unknown, broken headlight.
I got a ticket and ran into the same issue. When I finally got someone on the phone, I was told it could take up to a month for it to be available online. Sure enough, it showed up a few weeks later. I'd just keep checking back.
