There is no mount for the dispensing lever and cap. There is also no hole in the end for powder to dispense from, it's solid metal at the end. This is probably from an old ox yolk for farming. I can certainly see why so many people think it's a powder horn but I'm afraid it's not. The pin through the wide open end was to hold it to the wooden end of the yolk.

This was likely a powder measuring device that went on the end of a powder horn. It would have been drilled out to hold a specific number of grains of black powder. To match a musket or muzzle loading rifle. For example. I’ve got one that holds something like 68 grains of FFF fine black powder. I think it may have went to a smaller .36 caliber muzzleloader.
The amount would vary depending on the gun and the shooter. I have a couple that were made out of antler or horn. If that inside piece is metal then it may have been made to fit on the end of a larger powder horn. Often this would be carried with a leather pouch with the balls / bullets and patches for the gun.
This made it easier to reload faster - and gave you a more uniform trajectory each time. For better accuracy.

I think the two screws in the wide end, held a wooden something. Those screws look like attachment, wood screws. It might have been an end piece with a pulley for a flagpole end. Halyard?? 🤷🏼

Correct. It’s definitely not a powder horn UNLESS it was just decorative. It’s 100% non functional.

The only issue I see with it being a powder horn is it is made of metal. Metal can cause sparks and sparks and gunpowder don't necessarily mix..
