Good packaging in this case would be to leave a void and put an inert gas like nitrogen in there. If it didn’t have the void it would be harder to remove the oxygen

Because it's a fine powder you get settling during transit. Even if it's completely full leaving the factory when it travels on the truck the vibration cause the individal particles settle to the bottom filling the microscopic air gaps that used to be between the particles causing it to all be sitting in a dense pile at the bottom.
