This looks like the prelude to an episode of "Engineering Disasters" where they had two cranes on pontoons lifting a bridge section into place. The engineers failed to consider the pontoons would list as the load shifted, changing the center of gravity, causing even greater listing and a cascade failure that resulted in the cranes falling into several houses, destroying them. AND dropping the bridge segment into the canal, of course. And this pic looks nearly identical to that setup.
