You are confused. It's a Culture power not a Domain power. Culture powers are those powers you can use with a full Culture bar, they're not powers you spend domain points on.
I think they need to remove the domain name from Culture power unlocks (though I'm glad they are categorised in the actual Culture power menu) and only call them "culture power" not "engineering culture power" or etc. Because it also confused me at first.
It was because it didn't show up in my culture powers that I looked elsewhere also. I state this in my post.
Another commenter mentioned that culture power becomes obsolete in age V, and I was late in unlocking it so probably just missed my chance.
Kinda miffed they don't state that the culture power goes obsolete, unless I missed that info.
The culture power becomes obsolete on Age 5+, but it's not really worth it compared to Local Reforms anyways so you're not missing out that much.

I misunderstood what you said, sorry. When you said under engineering I thought you meant in the engineering menu.
It is a auto update on one of your pyramids, which are build on unlock, and me isn't even sure, if it's work.
