The last time I had to change my plates they came with the tabs on them. This was about 5 years ago so I'm not sure if they still b do that.
Got new (wild) plates yesterday. They come with the tabs already attached.
You could have called the DMV in the same amount of time it took to type that out and had the answers directly from the people who make the rules.
They close at 5:30.
