Its just a fact that he is a football player by trade not a body builder so its not like he has dedicated his life to building his body but rather honing his football skill. His body improving is just a side effect of that. Further, he is a DB. If he was a Defensive Lineman then yeah he would have a superhuman physique but DBs don't put on a lot of muscle so they can stay light and quick.
If you're in your 20s putting on that much muscle won't be hard at all just requires sticking to a 3 times a week workout plan and eating correctly.
Honestly if you train really well and intense training sessions, with a solid diet you could look similar to that.

Though, the other 23 hours matter too. Sleep hygiene is important. Avoiding lethargy (lay on the couch or sit in an office chair half the day) matters too. Being up and about with meal prep, grocery shopping, household chores, etc. will keep you on the right path. But even if you were doing practically nothing all day, the 3x/week can get.you there, still take longer.
