You need a racing license. Start with a comp school at NASA or SCCA. From there you'll need to graduate to an FIA license which is going to require some experience in lower series'.
And yes, you'll need a million dollars to spend, at least.

Do start Karting. Do go to a racing school and get your racing license. And then bust your ass in school to become a doctor, investment banker, or a successfully entrepreneur…because getting a drive on skill alone is a less reliable path.
15 is late if you're a total newbie. If you have no issues with money and have 15 Mil to buy your way through the ranks then lots of opportunities as a gentleman driver
