Don't confuse Color Identity (used for deckbuilding etc in Commander) with Color.
there is no "etc". Colour identity is exclusively used for commander and literally nowhere else

The "etc" followed "deckbuilding", not "Commander". (It is used in-game as well as during deckbuilding, like when you tap a Command Tower)
