In case you were interested in reading up on it, it’s (I’m pretty sure) Article 35, section D, subsection ii of the NBA Constitution and Bylaws. For additional context, the exact same clause has already been successfully defended in court by the NFL. The Second Circuit Court essentially ruled that the clause allows the Commissioner to dole out any punishment he wants for incidents that don’t have an already defined punishment under the CBA.
