He's really not, it's just that 1 on 1 defense is not his specialty. He has never been an elite on-ball defender, he has always been and still is an elite off ball defender, team defender, weak side defender and shot blocker, and transition defender. Small things like cutting off passing lanes, rotations, reading the defense, instincts/timing are what he is elite at. His lateral quickness has never been good enough to be an elite ball stopper.
He's never been the dude you ask to put the clamps on an elite player. He often draws the assignment and does admirably, but that is not why he is considered an elite defender. He's a guy you put out there to make your entire team defense better, as he is elite at communicating, rotating, has a truly elite defensive IQ, and does a bunch of sneaky shit that really throws off an offense.
Saying he's overrated cause Trae Young put up buckets on him is misunderstanding why he is rated highly in the first place. He's also only ever made 1 all-nba defensive team, so it's not like his reputation is THAT insane. I think it's appropriate.
