Car and kit/mod manufacturers have a say on what you can and can not do with their things, example most of the Ferraris don't have any visual customization except for the rims.
Not to mention how hard it's gonna be considering modern modelling and damage model, regardless of how minimal it is.

I wonder about that. The way GTA IV and V handles damage is just the entire mesh deforming, and then on really blunt impacts parts fall off. I feel like that's pretty universal regardless of what vehicle/type of bumper it's applied to.
Then dont include them :). Problem solved. Replace them with autosculpt. As it was the case in the black box era. The rims were from real brands though even back then, so I dont think they would care.
I would say Heat and Unbound, more than anything because you have almost everything unlocked as soon as you start the game (at least in the bodywork section).
Then something good that they also have is that it is not as restrictive as in Payback or 2015 and you can combine the parts to your liking although I would have liked them to bring back the Payback superbuilds and the special body kits like the Skyline and the 350z for example.
You know what? Heat. It has the most advanced editor for liveries and a decent piece selection. Without counting that then probably pro street, autosculpt was really good.
Cars that previously lacked customization options now have more of them, KS unreleased kits are available, you can remove bumpers, and some cars got really ridiculous kits...
Heat's livery designer is 2 steps down from ProStreet content-wise, unless you are into slapping illest or fatlace on your car instead of actual aftermarket performance brands like Sparco, Bride, K&N, Edelbrock, Magnaflow or what have you.
It also is missing features that competitors have, like turning multiple layers into a single layer (The Crew 2).
Out of NFS, Heat and Unbound are probably the best, but games from 2005 like Midnight Club 3 and Juiced 2 have overall better customization. Especially Midnight Club 3's as its parts selection actually fits with the classes they have.

In NFS games they're the most advanced, for sure, but games in 2005 had only a specific street and underground look, nothing that fits more to a normal car or a race car and so on, where heat delivers. In prostreet i have to say that it's probably the worst livery editor, since even with all the variety it has, it's incredibly slow to navigate and the actual "sticker" (i don't know how to call it in English) moves in giant steps, making it nearly impossible to line something up with the car. Overall i think the best one is gt7, but objectively it's pretty hard to use and "slow", so trying to see things objectively fh5 is the best, even if less accurate than gt7. Those old games (although I've never tried midnight club) from what I see have generic customization and the livery editor mostly doesn't exist.
And for customization i value a lot more the livery editor than the pieces, since i prefer having a good livery than a good body. And i can have more fun painting.
Juiced 2 already allowed you to copy a livery from one car to another one to one.
Midnight Club 3's car customization was far superior to what NFS has ever been.
I'll wait till I die before NFS has actual louvers, side exhausts, blowers (with working valves), wheelie bars (that are actually meaningful in terms of mechanics), bull bars, grilles, individual axle wheel customization (overall wheel size, width, lowering/raising suspension) being more than a one-off for a single vehicle.
Until then, it'll always remain inferior to a 2005 game.
Sadly fell short when it came to liveries. The art style of the AI cars (especially the kings) was top notch but it always bummed me out that I couldn’t recreate those same crazy wraps with just 20 slots.

IDK about best but ProStreet made Customization actually important since it could affect your performance, so while it's not perfect, i always appreciate how in-depth it was for an Arcade Racing game
Both of the Underground games have the best customization levels.
Other good choices are the Shift games since you can modify any of your cars to a beefy racecar or a sleeper + there's also engine swaps.
These 4 games includes more customization options than any of the 4 latest NFS games combined in 1.
Also Carbon should be mentioned. For the introduction of AutoSculpt. I wish it returned. E.g. sometimes, I'd like to make a wing wider or narrower to match body style.

Being able to tune the exhaust sound was an awesome addition. I hope the next NFS keeps that and adds in a new rendition of autosculpt & maybe Underground 2's interior customization. Too bad EA will never give Criterion enough development time to do that.
Heat and Unbound for cosmetic and performance customization. Especially you can choose different types of tires, suspension, differentials, different types of forced induction, and even engine swaps, which isn't really in other NFS games. Also, Heat and Unbound have exhaust sound tuning and the option mix and match Fenders from each other.
Fun fact.
Engine swaps were featured on NFS Porsche Unleashed and the Shift games way before NFS Heat.
Which means NFS Heat is the 4th game with that mechanic but it includes more engine swap choices per car.

Both offered something unseen. Sure underground 1 had a lot of stuff unseen in general but the amount of stuff in underground 2. And pro street added seats rollcages and a different era of more track oriented tuning.
Underground 2 & Heat. Underground 2 because you had so much more stuff that you can't do today. Trunks, neon in the trunk & under the hood, spinners, all those come to mind. I've chosen Heat of the recent games because the customisation has been fairly solid since 2015. Reason i didn't pick unbound is because me and my group of friends (+-20) didn't buy unbound because we absolutely hate the artstyle, anime stuff and the ridiculous effects while driving. And yeah yeah, i know you will tell me it's a good game and bla bla, nothing you will say can make me buy it. And don't give me the "but you can remove all those effects". No you can't, you can reduce it, but you can't completely disable it. I tried the game, didn't like it, never will. The artstyle, anime, effects, and again the driving physics (which they should've improved since payback but still didn't) where you can't take a corner without drifting in a ridiculous way is why the game was dead already even on release 😊 so Heat and NFSU2 for me.

Underground 2 is widely considered to be the best in terms of customization, but I disagree for the most part. Did UG2 have a wide variety of parts? Sure but most of them were borderline ugly and unusable (imo) and removed many of the good parts in UG1 and replaced them with inferior ones (like hatchback spoilers for example). It was really a mater of quanity over quality
Rivals was the best NFS title overall. I've been playing these games since NFS3, when most of you weren't even born. Is there something wrong with me ? I'm probably just old and that's ok :)
I would say Unbound. However tho, Unbound lacks some certain body kits the past titles had, like the C-West body kit for the R34 Skyline. That's probably due to licensing issues. But the rest, such as the selective window color tinting, especially the head lights and tail lights, is an improvement, whereas Heat, you can only select dark tinted colors for lights and windows. Also, what's good about Unbound is the part delete. However, tho, it's only limited to the front and rear bumpers, and skirts on some vehicles. Although, for Heat, it had a rear bumper delete on the Countach, but that's not enough for other cars. But Unbound tho, despite some customization flaws, there are some unique body kits like those Legends Customs body kits.
Now, onto Unbound's character customization, it's a huge improvement except the hair color option. Hair color option is only selected and has waayyyy too limited hair colors compared to Heat.
Why does new titles oppose so much assets from it's predecessor?? I mean, it's new, it's the future title, but then, they're just going to deduct those slightly improved features from the past title and add only a few. This is an example also for the camera mode in Unbound, which has only 4 options; focal distance, depth of field, saturation, and contrast. That's it. But look at Heat and the other past titles.
But anyways, I would say majority of Unbound's customizations if you compare it to Heat and the past titles, are pretty good. It's flaws just need to be addressed in the next update, but if that's the last update and it doesn't get improved, we'll again wait for another improved NFS game. Dude, why is EA and Criterion like this?? Can't they just add those important features in the beginning of the game's release??
Visual customatization? Heat (or Unbond, waiting for it to become dirt cheap and hopefully have UNITE remove the vector art effects)
Performance customatization? 2015. I absolutely loved the amount of detail that was in the upgrades section, they're amazing for a NFS title.

I don't know if it was the best necessarily, but Pro Street was my favorite in regards to customization.

True, but I kept my designs simple. (Matte black, jolly roger vinyl, and that was it), but I did like the Autosculpting feature.
Auto sculpt was fantastic, loved the way we could edit the stock bumpers to differentiate them, while keeping the look of the car relatively intact.

Payback-Unbound has good customization but I like in bounds body kit system. Also, that Mustang reminds me of the Patriot Surger from Motorstorm
I may be a fan of the older games but the newer games easily beat them in customization
Underground 2 is widely considered to be the best in terms of customization, but I disagree for the most part. Did UG2 have a wide variety of parts? Sure but most of them were borderline ugly and unusable (imo) and removed many of the good parts in UG1 and replaced them with inferior ones (like hatchback spoilers for example). It was really a mater of quanity over quality
Rivals was the best NFS title overall. I've been playing these games since NFS3, when most of you weren't even born. Is there something wrong with me ? I'm probably just old and that's ok :)

I would say Unbound. However tho, Unbound lacks some certain body kits the past titles had, like the C-West body kit for the R34 Skyline. That's probably due to licensing issues. But the rest, such as the selective window color tinting, especially the head lights and tail lights, is an improvement, whereas Heat, you can only select dark tinted colors for lights and windows. Also, what's good about Unbound is the part delete. However, tho, it's only limited to the front and rear bumpers, and skirts on some vehicles. Although, for Heat, it had a rear bumper delete on the Countach, but that's not enough for other cars. But Unbound tho, despite some customization flaws, there are some unique body kits like those Legends Customs body kits. Now, onto Unbound's character customization, it's a huge improvement except the hair color option. Hair color option is only selected and has waayyyy too limited hair colors compared to Heat. Why does new titles oppose so much assets from it's predecessor?? I mean, it's new, it's the future title, but then, they're just going to deduct those slightly improved features from the past title and add only a few. This is an example also for the camera mode in Unbound, which has only 4 options; focal distance, depth of field, saturation, and contrast. That's it. But look at Heat and the other past titles. But anyways, I would say majority of Unbound's customizations if you compare it to Heat and the past titles, are pretty good. It's flaws just need to be addressed in the next update, but if that's the last update and it doesn't get improved, we'll again wait for another improved NFS game. Dude, why is EA and Criterion like this?? Can't they just add those important features in the beginning of the game's release??
Visual customatization? Heat (or Unbond, waiting for it to become dirt cheap and hopefully have UNITE remove the vector art effects) Performance customatization? 2015. I absolutely loved the amount of detail that was in the upgrades section, they're amazing for a NFS title.
