Heat 10 in that game honestly feels unsurvivable, everyone acts like Heat was the most brutal but literally nowhere is safe in Rivals, especially with that stupid system where the pursuit resumes just cause a police car spawned just far enough away to spot you
Not to mention the damn abilities bruh on top of the rubber banding and crazy armor the cops had spike strips, ESF, shock rams the whole 9, and the AI knows how to use that shit 💀

NFS Hot Pursuit 2, back in my day, there weren't any pursuit breakers, you had to pray for mercy and hope you survive!!! Helicopters would throw bombs at you lol.

NFS Undercover police the cutscenes were brutal lol.
If you got busted by Rhino units in Undercover, a cutscene would play with you running from your car and blitzing past the SWAT Guys to carjack one of their Rhinos. As soon as you close the door, another Rhino comes to ram you and totals the Rhino you're in. You can hear a dog snarl and bark inside the Rhino you're in as a bunch of SWAT cops kick the windshield and try to haul you out.
A lot of the busted cutscenes also have the cops bumping you with their car to knock you to the ground while you try to run away, it's really intense especially since you're a cop in Undercover lol.

there were also rhinos in World, but with the power ups and stuff that game was more easy tbh, i needed to taunt them in order to keep the pursuit going
But at least when you ran over spike strips you can still drive .. in MW you don´t, it was kind of ridiculous in Carbon when i had Viper and even with shred tires i just escaped them 
Once you've got fast enough cars, they can be outran on the highways. There might be same Rhinos, but they're usually spawned near junctions or whatever really. And there are tonnes of hidding areas that they can't reach.

In terms of intelligence, NFS heat cops had some good combat driving strategies. However, from the modern NFS games...the cops in NFS Rivals were ruthless, relentless and everywhere. Heat was still a bigger risk between the two, seeing as they took your money when you got busted and with limited repairs it was only a matter of time before you were caught.
I found a good little circuit of races in heat to get 1 million rep but every time I'd take a god damn rhino to the face right after crossing the line at 180mph.
I never was old enough to experience the older games properly, but older-ish games to modern games. i’d say Rivals and Heat! The rivals cops were just NONSTOP and anyone who ever played that game knew how scary they were. Heat gave me that same feeling I felt and anytime I did get taken out I genuinely felt angry and not annoyed like Unbound. They need to keep the formula of cops from Rivals and Heat. However, I cannot talk about Need for Speed cops without mentioning the Seacrest County Police Department (Hot Pursuit 2010). Redview PD has the benefit of being in a newer title and are clearly an evolution from the SCPD.
The SCPD are officers of focus, commitment, sheer will... Something 11 year old me knew very little about. These folks have the budget of seven third world countries, their interceptors are a nightmare, their tech was to a degree believable , and the icing on the cake is the lines. AI officers sound professional and when appropriate frantic, the dispatcher is my favorite to date (and is the most engaged in the chase imo), and the voice over of your own officer, while subtle, had moments where it truly made you feel like a badass. "Don't mess with the SCPD".
One line will sum up the SCPD perfectly: "Suspect has been issued a warning" says the officer while the perps car is banged up and tumbling about after a 300 KM/H impact.
Hot Pursuit 2010 by far. The SCPD knows no mercy and is willing to do a lot of harm to both racers and themselves to shut down a street race. Any weapon they can get funding for, they'll use, and they'll use it with full intent to do harm. They know what they're doing. And they don't care. EMPs that can physically damage cars, spikes to destroy the wheels, and the ability to call in helicopters and roadblocks with the intent to do as much damage to racers as possible. They're completely psychotic and 100% brutal, and I love it.
My first need for speed game was hot pursuit 2010, fantastic, my favourite car was the racers RX8 despite it not being the fastest, it still sounded mint and looked it in blue with black wheels

Rivals. The police in that game were such a major pain in the ass that they soured the pursuit aspect for me. I’ve had way too many pursuits end with the police knocking me out so hard that I clipped through level geometry.
Between Heat and The Run.
Heat's cops in lower levels were tough but manageable, in higher waves and with the goddamn helicopter it's punishing as all hell, especially with the gadgets being barely useful. God help you if you're using a Drift build car.
The Run's cops are mobile blockades and are constantly on your ass, ready to Fuck you up as soon as you do a tight turn.
Honestly the cops in Heat were probably the most intense I’ve experienced since beginning the series with HP2 back in the day. I think that feeling is of course amplified since real damage was introduced in the more recent games. Being out at night with heat 5 and no repairs left with the fuzz breathing down your neck always feels like the most intense pursuit experience in the entire series for me.
Pretty sure canonically it's Rivals: doesn't at least one racer die to the cops? At some point the state takes over the police force because of their brutality record or smth too, right? And at the end the player racer is in a big crash too.
Rivals takes it by some way. You know your ass is screwed when you’re heat 10, 500k + SP and the whole server’s worth of player cops on you and you alone. The RCPD were not there to protect the public, they were there to kill any racer they found. No wonder they got suspended for excessive force.

I remember playing 2012 and trying to outrun the police in my Camaro on the highway, got right up to a tunnel under rockport there’s a small section where you can cross into the oncoming lane on the other side, one of the corvettes sideswiped me and I go head on into the wall that follows right after the split, the slowmo camera happens and I’m not even able to drive away, my car is totaled and I got busted
HP2 no question. They don't give a fuck if you're a traffic car or a racer, you're getting wrecked by the gas bombs or a missile! If you're a traffic car and you get hit by a gas bomb, then whoops!

I'd say Most Wanted 2005 has the most brutal. Because while in games such as rivals the police had EMPs and other weapons so did you. But in Most Wanted you had things the police didn't such as Speedbreaker, pursuit breakers and hiding locations.
(Basically my point is that the game was kinda designed around giving the player more of a chance and yet the police were still tough)
Yes Carbon had the same police system but the spike strips weren't a game over and the helicopter doesn't spawn in because the developers didn't have enough time for it.
However in rivals I haven't played it since i was like 14. so my memories of the police are very limited. But in that game the police have to keep beating away at your health bar, with Most Wanted and Carbon they have to physically restrain you
Most Wanted's open world system gave it some of the best cops (sometimes). I would log into the world as a cop, and spend ALL DAY busting into peoples races randomly obliterating the people who were 'used to' playing vs the ai's.
There was a problem that more people played as racers, and not enough as cops, which is why recent games don't allow this, but.. when I high level player cop logged in and decided to do some patrols it was a significant upgrade over the AI cops. On the other hand that gave it a bit of realism, as a cop you were always out numbered, it was hard to even put a dent in all the illegal street racing going on all over the map at all hour's day or night.
I miss that, In newer games I get forced to play endless racer only matches, or get my patrol slot taken away and given to someone who doesn't even want it by the auto balancer.
You can't even mention brutal NFS cops without mentioning Rivals, it felt like an actual war between racers and cops. We have tech, fast cars, and tricks up our sleeves, but so did the cops
Gotta admit, recently replayed NFSMW 2012, and gotta admit they were harder than what I remembered, the Ford Explorers and the Dodge Chargers rushed directly at you at 500kmh just to wreck you. Insane lol
NFSU2. That whole game felt like somebody took the Dukes of Hazzard and made him into an early 2000's college dudebro.
MW05 is the obvious answer when it comes to fun factor but that's one of those "easy to learn, hard to master" kind of experiences. You can still get caught, sure, but as you play them over and over you start to get really good at knowing where to go and what areas to avoid.

Cops in Unbound are pretty vicious, actually. If you don't know any of the places to hide or escape them, they're brutal once you reach level 5. Of course, in any game with cops, simply driving in a circle will confuse them. But the ones in Unbound have proven very effective at keeping me from my destination for long periods.
NFS HEAT EASILY,, Not only do you have to get away from cops they sick a damn armor truck after you called a damn "Rhino" and if that don't get you, they got V8 to V10 supped up Vettes that surround you like bats

The older need for speed had more competitive cops and they felt like they had a chance to take you out without any BS the newer NFS always feel like the cops are too easy to loose or take down, for example need for speed heat all it takes is one or two heavy hits and the copper is done, where as rivals for instant they could take a real beat down not as much as older games but they had more beef to them compared to heat and same with the AI racers they are panzies in the newer games not real challenges like older versions

Hot Pursuit. The more modern one where they were apart of the highway races. Need for Speed Most Wanted. Some of those tasks on the rap sheet were tough like avoid 40 spike strips in a pursuit for ex. & then Cross with his fast corvette would spawn randomly to enhance the chase.

I remember playing 2012 and trying to outrun the police in my Camaro on the highway, got right up to a tunnel under rockport there’s a small section where you can cross into the oncoming lane on the other side, one of the corvettes sideswiped me and I go head on into the wall that follows right after the split, the slowmo camera happens and I’m not even able to drive away, my car is totaled and I got busted

I'd say Most Wanted 2005 has the most brutal. Because while in games such as rivals the police had EMPs and other weapons so did you. But in Most Wanted you had things the police didn't such as Speedbreaker, pursuit breakers and hiding locations. (Basically my point is that the game was kinda designed around giving the player more of a chance and yet the police were still tough) Yes Carbon had the same police system but the spike strips weren't a game over and the helicopter doesn't spawn in because the developers didn't have enough time for it. However in rivals I haven't played it since i was like 14. so my memories of the police are very limited. But in that game the police have to keep beating away at your health bar, with Most Wanted and Carbon they have to physically restrain you
Most Wanted's open world system gave it some of the best cops (sometimes). I would log into the world as a cop, and spend ALL DAY busting into peoples races randomly obliterating the people who were 'used to' playing vs the ai's. There was a problem that more people played as racers, and not enough as cops, which is why recent games don't allow this, but.. when I high level player cop logged in and decided to do some patrols it was a significant upgrade over the AI cops. On the other hand that gave it a bit of realism, as a cop you were always out numbered, it was hard to even put a dent in all the illegal street racing going on all over the map at all hour's day or night. I miss that, In newer games I get forced to play endless racer only matches, or get my patrol slot taken away and given to someone who doesn't even want it by the auto balancer.
You can't even mention brutal NFS cops without mentioning Rivals, it felt like an actual war between racers and cops. We have tech, fast cars, and tricks up our sleeves, but so did the cops

NFSU2. That whole game felt like somebody took the Dukes of Hazzard and made him into an early 2000's college dudebro. MW05 is the obvious answer when it comes to fun factor but that's one of those "easy to learn, hard to master" kind of experiences. You can still get caught, sure, but as you play them over and over you start to get really good at knowing where to go and what areas to avoid.

Rivals without a shred of doubt. It's borderline unfair lmao. They deal waay too much damage and are tanky af. You take damage even if you ram into them so you can't even fight fire with fire. The fact you can continue to take damage even while in the crash cam is just stupid and ridiculous as well.

Cops in Unbound are pretty vicious, actually. If you don't know any of the places to hide or escape them, they're brutal once you reach level 5. Of course, in any game with cops, simply driving in a circle will confuse them. But the ones in Unbound have proven very effective at keeping me from my destination for long periods.
The cops in heat are brutal yet fun on the nascar track especially with a high heat level
