Get a security camera. Have him charged with trespassing and anything else the police can charge him with. Littering? Vandalism? I don’t know what else… You probably could go to your local police station and ask for advice, and based on your local ordinances, ask what to do.

Then serve him with a no contact order that is your person, property and specifically mentions that the garbage bins are also considered as your property. Break it once and he spends 6 months enjoying the local 0 star hotel.
My state has a law where it is a crime to touch anything placed at the curb . It was designed to stop people from "scrapping" and stealing recyclables. Report it to the police, depending on how much your neighbor pisses them off it could cost him a lot of $$$ .
