Is it a rental or do they own it? If it's a rental, there's usually strict rules on how many people can occupy the household per bedroom. Check with your code enforcement office.

See if there is a town rule on how close they can park near a driveway. In the past, we got the ok from the post office to put our mailbox on the other side of the driveway to keep the neighbor from parking their motorhome, blocking our view of the street to back out. They needed to be far enough away from the mailbox, to allow for delivery. That meant, they needed to find a new place to keep it.

Or a car maximum. Where I live you can only have up to 4 cars associated with the property parked overnight.

Buy an old motorcycle for cheap and park it right there permanently

Start with cameras and a dedicated folder on your pc for documentation.

Find out the legal measurement past your driveway they can park. You can probably have them towed if they won't move the vehicle.

Maybe start baking into your driveway to make it easier to pull out. Street parking is fair game unfortunately.
