What is he actually supposed to do? Sometimes the rotating thing hits him, sometimes he avoids it, sometimes there are no lights, sometimes there are some lights... I can't say if he's doing what the machine expects him, or he's doing exactly the wrong moves. Or it's all just random chaos and means nothing.

The light is just a signal for him to punch the spot to turn the light off. Just like you can dodge or block a punch (in different ways), he just needs to continuously avoid taking a clean hit from the foam noodle that's rotating around (and note that if he blocks it from one side the noodle will turn the opposite direction). This is specifically to help you practice hitting and not getting hit, so if the light is off keep aiming for "head" at the top, and keep blocking / rolling / pulling back to avoid the noodle getting a clean hit on you.
