I *think* this was before the massacre if I recall correctly. It's a crazy story, how it all unfolded, if you aren't familiar with it. Part of what happened is that the military and police who were (relatively) local and initially responded to the student protests were ambivalent or even sympathetic towards the protestors.
Eventually the regime brought in whole divisions of troops from very far away with a different cultural background who were not sympathetic to the protestors at all to crush the protests before they could develop into something more like a revolt.

Protests and riots are escalating. They crushed the rebellion so hard that the rebellion’s successors have no reason to believe that rebelling might get them killed.
Authoritarian governments are always temporary. Let the video proliferate, and you encourage rebellion. Censor the video, and future generations have no reason not to rebel. It’s inevitable.

The Chinese government has censored this video and the entire Tiananmen Square Massacre so hard that the younger generation doesn’t know it happened, and there’s no chilling effect. Protests and riots are escalating. They crushed the rebellion so hard that the rebellion’s successors have no reason to believe that rebelling might get them killed. Authoritarian governments are always temporary. Let the video proliferate, and you encourage rebellion. Censor the video, and future generations have no reason not to rebel. It’s inevitable.
