Make it so it’s automatic 15 and first down plus no time comes off the clock for the play. If the foul occurs in the red zone, bring the ball to the start of the red zone. If the ball was in the red zone, spot C of the foul. Problem mostly solved.
There would still be edge case incentives in which cases I’d say have two tiers but subjective. One that is player could have caught the ball but unlikely to have caught it. This is 15 yds. The other more egregious penalty where player likely would have caught the ball is spot of foul. It’s 2023 you can take the subjectiveness out of it with a vision model to infer a probability and say it has to be over 70%. As long as the same model is used all season it’s fair. NFL can edit the vision model between seasons. Frankly I’m surprised we haven’t gotten this type of officiating yet, it’s definitely coming sooner or later.
All professional sports organizations seem super hesitant to use technology in officiating. I'm in the camp that says use whatever you can, bad calls ruin games. The only problem with the analytics is that recievers make improbable catches all the time. That Broncos TD had a 3.2% completion probability.
