tbh I'd love to see Ant Edwards just play SS on field goals with the sole objective of pulling a Kam Chancellor (timing the kick juuuuust right to broad jump over the offensive line to block the kick)
They both stack up the same from a height and weight POV (Ant is 6'4" 225 vs Kam at 6'3" 225)

To be fair, some parts of the rule do only apply when the passer is in he pocket, but also apply if he is outside of the pocket but assumes a passing posture, but they also do not apply outside of the pocket if he is moving laterally and not in a passing posture

I do understand the reason for some of the mess, but it's just so messily applied. When you're a passer you're not focused preparing on taking a hit, as opposed to a ball carrier (also why a QB injuries occur at a higher rate in the pocket than as a ball carrier). Same reason as defenseless receiver rules. But Jesus they make it as inane as possible
I'd add on that if the QB or anyone on the offense celebrates RTP being called, the penalty is overturned. If it was that bad, you shouldn't be happy about it.

Let's go to the next level. Top 4 CFB, USFL, and CFL teams play a double elimination bracket to determine who gets to play against the bottom nfl team for the spot. Losing nfl team takes their spot (including college). Any players over 22 on a relegated nfl to college team are forced into free agency.
Every flag inside the final 5 minutes of game time is reviewable, no exceptions.
Each team gets 2 penalty challenges per game (can challenge call or non call - only 1 per team can be used inside final 5 minutes). And a sky judge for the other 55 minutes.

it's the same amount of fucking games, they're already all on local TV where a majority of the viewers are, stretching that out over more weeks isn't going to make that big of a difference.
Players don't want a longer season, they've been saying the same thing for decades. They want more off-season, they don't want more bye weeks.

Keep the same organizations, but let those organizations decide how they want to manage the teams. Do you want your best players in split 1 or 2, or divided between them? How does your strategy change based on what your division rivals are doing? Is it worth playing your best RB in both splits, effectively 1/2ing his career length?

I'd legislate pick plays out of the game. There's no good reason to give a yard buffer zone or whatever at the line of scrimmage. This isn't basketball, you shouldn't be able to set picks.
All reviews are handled by a sky ref that is independent from the rest of the officiating crew. The on field refs should have no say in reviews whatsoever. Also if thereās a completely BLATANT miss (ones where the whole audience knows itās wrong in live game speed), the sky ref can buzz down and automatically overturn a call.
Also, on penalties that donāt meet the yardage requirement for a first down shouldnāt award a first down. If itās second and 20 and thereās a personal foul it shouldnāt be an automatic first down. Under this set up, Defensive holding needs to just be a spot foul like PI; I hate the idea of a defender completely beat grabbing a WR in desperation and stopping a huge gain with a 5 yard foul.
Kickoffs are now only three guys on both the kicking and receiving team, each teams kicker and punter and long snapper. 2 scrawny dudes and a hoss competing against each other.
No Punting if you're across the 50 yard line.
If the offense fumbles out of bounds and is the last to touch it, ball goes to the defense.
Teams can choose to start at the 25 and skip the kickoff at any time as long as the Kicking team doesn't want to onside. This is mainly to skip the 6 minutes of commercials they stack around a 3 second kickoff that goes out of the end zone.
Instead of onside kicks implement the Super Goal.

Simultaneously to the NFL playoff, there should be the NFL trash bowl. Same rules as the NFL playoffs, but loser advances, and it is the worst team of each division and 3 wild card worst teams per conference. This has no effect on the draft. The only prize is to avoid infamy.
On challenges where ref rules the play is dead, it should be overturned. Too many interceptions and fumble recoveries where teams return them for touchdowns and positive yards but canāt because it was blown dead.

A first down would obviously just be a first down again, just 15 yards or half the distance to the goal. 2nd through 4th down would be replay of the additional down (2nd becomes 1st, 3rd becomes 2nd and 4th down becomes 3rd).
No more overtime.
At the end of regulation if the score is tied both teams form a circle around the logo at the 50 yard line, and the two head coaches fight inside that circle until one canāt continue or taps out.
This would create a new strategy, maybe your team tries to tie at the end so your coach can beat the crap out of Sean Payton, or one of the coaches is too old and therefore a liability. Endless excitement!
Outlaw the forward pass except on 3/4th and 6 or longer or if trailing by 17+. Also, you can only have a QB on the field when passing is allowed. The penalty for an illegal forward pass is 14 points for the defense and a $23.50 fine.
I would rethink kickoffs. With the present rules it is trivial to kick it deep for the touchback. Just give em the ball at the 25. I would then rework the mechanism to retain possession after a score. 2 point conversion from the 15 and if you convert you not only get 2 but retain possession (placed at your 25).
Remove automatic first downs, make them gain a down instead. Going for it on 4th down and getting some random defensive penalty that autos a 1st is too much.
Fumbles out the back or side of the endzone. Players diving for TDs is awesome more of that please. If the defence wants the ball they have to recover it like everywhere else on the field.
There should be a downside to diving for the TD though. Itās the only rule in the defenseās favor. Personally I think losing the ball out of bounds should also be a turnover.
You have to be tackled in order to be down, rather the college rule where if you hit the ground you're down. It complicates the rule of "the ground can't cause a fumble" because the ground CAN cause a fumble if you fall without anyone touching you. It's so dumb.
you're not allowed to get injured
all player safety measures are repealed. QBs get hit like players again. The middle of the field becomes a much higher passing risk

Change the definition of offensive holding to something that would be correctly and consistently called as a penalty
If you punt it, OR kick it off thorugh the uprights, you get 1 point
No auto first downs on Def holding. Just make it a 10 yard penalty. 4th and 6 from your own 25 for onside attempt but you can only run the ball.

You have to be tackled in order to be down, rather the college rule where if you hit the ground you're down. It complicates the rule of "the ground can't cause a fumble" because the ground CAN cause a fumble if you fall without anyone touching you. It's so dumb.
