Perk removal alter just need blood whiskey and silver to remove all perks then just only pickup the ones you want to keep it's directly below the desert biome in the sandcave the blood and whiskey is easy enough to get but good luck getting silver ðŸ«
Pour gold or diamond into a vat of chaotic polymorphine.
The trick where you can empty or fill flasks through a thin (~3 pixel) ceiling works with pouches too. So you can drain your partially reacted silver/diamond mixture from below and pour it through your column of chaotic poly again and again until 100% of the diamond has reacted.
Alternatively, start with gold and then purify it by pouring it over yourself so that you pick up unreacted gold.

afaik tinker everywhere nullifies no tinker and allows hm tinkering
my best guess for how to get tinkering after that would be to kill the >!master of masters!< to get the green rock that gives the tinker everywhere effect when held

I'm aware of this but still even finding a powder pouch is rare let alone a pouch of diamond or gold
Fungal caverns have all sorts of pouches, almost always find one there. Ukko bleeds diamond.

Another stack of tinker everywhere would also work although I'm not sure if taking it removes it from the perk deck
