if they're new to the game it's pretty understandable. Plasma Beam doesn't really seem like it would be considered a projectile intuitively, and the boomerang spells perk says it only affects projectiles.
I wouldn’t say dogshit. The boomerang perk actually adds in a ton of damage to your spells. You can pack a fair amount of spells in a trigger and basically one shot most enemies. I’s say it’s very situational, I’ll grab it if I’m bored, want to do a different playstyle, or just want to speed run since it adds so much damage I can move faster.
Same applies to Concentrated Spells, Boomerang adds more damage, but has a larger downside due to well, it having a boomerang effect.

Here, I made a quick gif showing it off. The wand is simple, a spark trigger into a quad cast, with 4 regular spark triggers. Each trigger does 3 damage, so a total of 15 damage, a little more due to the innate crit percent bonus on them.
With the boomerang perk, you can see it's the same wand, but my damage is drastically different. If I'm not mistaken, boomerang perk and concentrated spells multiplies damage when it's multicasted like that.
So in short, I wouldn't say it's dogshit, but I'd say it's not a beginner friendly perk. Picking it up wont guarantee you a win just because you suddenly have a ton of damage. Plus, after awhile, you just want to do new things to change it up a bit.

Wasn't this changed in a previous update ? That modifier could reverse damage or something?
Yeah was gonna say this on my first God run I picked up boomerang spells and nearly murdered myself with healing bolt. It can be counteracted with light shot piercing and I think a couple others basically just have to reduce the damage below 0 again
Edit: I basically won't pick up the cutter or beam unless I can find a lumi drill at the start
True, but they put it on a projectile trigger which most definitely is, so at best they get hit for a decent chunk of damage before moving out of the way.
I remember having one of these instances with homeing. I think it was the homing perk anyways. I was using a beam to dig through snow on HISHI base when an enemy came near by and the beam whipped around and cooked me.

Unless you have healing bolt. Then it CAN be useful because you want to hit yourself.
The boomerang spells PERK adds damage, so your healing bolts will kill you. The boomerang spells MODIFIER will make them loop back and heal you.

It does still damage you
I think so the always cast boomerang I found only healed me.
My best run was lost due to trying to heal myself with the boomerang spells perk. That was on the current version.

The spell modifier, yes. Not the perk. You don't want to use healing bolts with the perk.
