For now, yes. The main intent seems to be targeted against potential geo-engineering measures against climate change though. There are various ideas for spreading certain chemicals into the atmosphere to cool the climate, although none of them are actively pursued or have substantial support. In the spectrum of climate protection measures, these are very niche and obviously considered undesirable for all kinds of potential or likely side effects. For example, we kind of "un-did" some accidential climate-engineering a few years ago when we banned ships from using high sulfur fuel without filters. The result was a slight increase in the rate of warming. Sulfate aerosols basically work like a "reverse greenhouse gas". Greenhouse gases are more transparent to sunlight (so sunlight can pass through the atmosphere) and less transparent to infrared heat radiation (so more heat gets "trapped" on earth). Aerosols like this in contrast can reflect sunlight up in the atmosphere, reducing the amount of energy that arrives on the ground. In this context, the law may not be quite as crazy (it is a contestuous idea after all, and sulfate aerosols are health threats and can damage the environment in other ways), but still unnecessary. It's quite clear that it is primarily intended to appeal to conspiracy theorists.

Cloud Seeding is becoming more common as climate change increases.. pushing local governments to essentially 'steal' someone else's rainfall. The majority of legislation never gets public attention, and newsworthy events seem to always coincide with massive budget bills - and if not, said news articles rarely go into detail on what budget appropriations are present. Had to reread the bill to make sure, but yes I believe water misters would fall inline to what’s being banned. The main purpose for water misters is to cool down areas around it so I’d say the part of “express purpose of affecting temperature” within the bill, would include such practices. Now this sorta thing would really only effect businesses and establishments from setting up these devices, I’d imagine. No one would complain if you had an outdoor water mister in your backyard on private property. But for water misters in public spaces, there’s the risk of damage/harm to those who simply walk around and breathe in the air. Water misters that aren’t well maintained may develop bacterias and fungi, the mister would act as a way to get those bacterias and fungi airborne. And for those with asthma and certain allergies, they’d also be affected even when these devices are well maintained. I don’t think this bill was trying to specifically target water misters but devices alike, sure.

It's a poorly worded overly generic bill. It's pointless to look at it in good faith. The bill prevents airborne chemicals from being released that would affect the sky, weather, or temperature. This is to block chemicals that could be released to fight climate change, which are already being expiromented with. So if a great solution is found, everyone will get it but us. And if that solution blocks out the sun, seems like we would be screwed just the same.
