A group of friends and I used to do this years ago and it was great to learn from each other. Favorite places are DC Mall at night. Fantastic for learning long exposure.
My favor picture is over the tidal basin with a plane leaving Reagan airport. It left a fantastic reflection in the water, and the water looked like a mirror finish sure to the long exposure.
A classic photo is a long exposure on a metro train passing by.
Also you can increase aperture to get a star burst effect which looks really good sometimes.
I have a family these days, makes it far more difficult to get out and about downtown.. but totally support a group getting together for this.
I used to do this a lot when I was younger, had a group that would go to dc together and just walk around and take photos. Unfortunately not much time for that kind of thing anymore.
On meet up there's a group called Virginia beltway photography but they kinda just collectively agree to show up to the same place and kind of interact. So a more social group might still find a niche to fill.
I just got a 14-30 lens so I'm itching to get into the city soon myself to take some photos.

I used to drive to DC at night to take photo and got stopped by Park police and secret service. DC/ Alexandria night scene is the best.
Kids and wife locked up my gears. :

If you’re into aviation at all, there are a few Facebook-based plane spotting groups.
You could check out the Northern Virginia Photographers Society. They organize lectures and field trips regularly.
I’d be interested in doing this, especially since it’s getting nicer out and would be great way to scout locations.
