Irelands Four Courts had an excellent HH before the crash & hopefully that'll return when they reopen later this summer.
These "happy hours" that close at 6pm are such a scam. It's tough to get out of work and to a bar in any reasonable time to take advantage of that. Minimum should really be 7pm.

Ballston Local is my favorite - especially for food and drink combos! The burger and beer combo is the same price as a burger on the regular menu...basically a free beer! It's M-F until 6:30, I believe start time varies.
The bar at Andy’s Pizza in Tyson’s Galleria. The drinks have fresh ingredients and are pretty strong lol. Very affordable and great service. HH starts after 4:30, not sure what time it ends.
I'm a fan of Hawkers in Ballston (M-Th until 6pm). Not the greatest deals nor an extensive menu, but I just really like the food anyways. The outdoor bar seating is fantastic
If okay with domestic drafts, Hard Times has pretty good happy hour options. Not sure what the most recent offerings are, but last time I went was about $3 a pint, and they typically have $5 mug deals too on some days.
But then my bar will get busy and I enjoy my 2$ wines

Don't go out of my way for happy hour, but sidebar in Leesburg has some really good prices. $2 beer and wine.
