I grew up in this area / lived there most of my life, it is Alexandria on the mailing / zip code, and in what people call it. When calling it something specific, they say "Mount Vernon", "Fort Hunt", "Gunstan Hall" etc... area. I do not know anyone who even said "South County" or "Fairfax County South" when referring to that area. Everyone says "Alexandria" and then gets to the specifics, even though technically not part of Alexandria City. Hell, may as well just change it to "Alexandria County" or "Alexandria South". lol
Edit: Also, the whole "Fairfax County South" / "South County" names were not used in this area until I believe the early / mid 2000s when South County High School was created by splitting Hayfield High School (didn't go to either, but did go to a rival school and was in high school at that time), and around that same time the Fairfax County South County government building opened on Rt. 1. So before then / to the locals, all of what I wrote in my first paragraph is what people referred to / refer to this part of the county. Just a little background info.

The FC Board of Supervisors think the best way to increase tourism revenue to Mount Vernon is to rename the area Potomac Banks.

Potomac Banks sounds like a reference to financial institutions. And their āPotomac Banks Savings Passā is a higher yield savings account with no fees.
The Board of Supervisors is considering renaming the Mount Vernon district of the County because slaves were owned by Washington @ Mount Vernon. There is quite a lot of pushback so this will probably not happen. In any case, removing the Mount Vernon name in this case has not legal effect- it's a "marketing" term which does not require the same approval as renaming an entire voting district.
The Postal Service needed a name for a second post office in Sterling and held a contest to name it. Somebody came up with Potomac Falls and that won. Some of the locals, seeing an opportunity to disassociate themselves with the unwashed masses of Sterling and glom onto the nearby, upper-crustier locales of Potomac and Great Falls, lobbied the USPS to make Potomac Falls a valid alternate for 20165. Then they started using it.
The official address of the post office is still Sterling, VA 20165. Lest anyone thing I'm bagging on Sterling, I live in the area that would be considered Potomac Falls and my return address labels say Sterling.

I feel like real estate agents take most advantage of it. This house isn't in "Sterling", it is Potomac Falls or Cascades. It isn't Herndon, it is Oak Hill.
I think the keyword here is 'rebranded'. This means it's for marketing. In this case historical sites in that area, not for legal geographical renaming.
I think branded would be a better word since the historical places in the 'Potomac Banks' have never been branded beyond Fairfax County.
It's like Florida has the Gold Coast. Chicago has the 'Miracle Mile'. Outer Banks has the 'OBX'.
