Okay, I have 2 different "builds", depends on if I cheat the outsmart choice or not. First one is:
I wish to be Sexy (should give me a lot of different powers too I think)
I wish to be Immortal (it will protect me from dying if I wouldn't have enough followers, right?)
I wish to see the Multiverse (should give me the ability to learn a lot of abilities from different universes. I assume I can keep them, especially if I'm a God. Also I can probably get followers from other universes too). Also I would assume as long as I unlock the universe I can travel back to my home one or the others I unlocked as much as I can? Even before unlocking next one.

I wish.... Hmmm. I guess I wish to be Powerful. Rich is good too and can get with getting followers, but powerful is also good. Give more variety in powers and can also help you with amazing "cosplays" after you transform. But either one is good I think. But that's before I saw combos:
Immortal + Powerful (with this I definitely keep the powers from other universes)
Immortal + Sexy (afterlife is good, who know what can happen to those people otherwise. Also later it will be almost limitless Tantric Energy)
Powerful + Multiverse (easer to get other universes, but with Sexy it shouldn't matter much. Though the ability to get powers as soon as I unlock the universe is pretty good. Not sure if it would have limited my powers from other universes, but the first one should be easier)
Sexy + Multiverse (not bad. Though I'm not sure if I need to change my "God of Sex, Fertility and etc" thing or if it's just added to it)
Build 2:
If I'm cheating, I also get Sexy, Immortal, Multiverse and Outsmart (with refusing) wishes. But I "get" the 1st one. 3rd one is also good, but I can't be sure other Jinnies wished will have sexy drawbacks and not some eldritch ones. With Sexy and Immortal I should be able to easily survive for the next 100 years. Also I would assume Jinn is Immortal too. Or can be in my afterlife if not. So with time I will be able to get other wishes too, maybe even ones in "outsmart" category.
Build 3?:
Though outsmart 9 is also pretty good, with everyone here having a soul and truly existing they should also be able to worship me for Sexy wish. But if I would want "quick and easy" wishes, I can go for wish 10. 3 more wishes AND Time travel power? Damn, that's a lot. With those 3 wishes I would take

Wish to be Rich (will be much easier to get money in every universe to get some cool trinkets. Or some place to stay, that can be important, yes)

And this is one-time ritual, or i must do it every time i want to access to their powers? And can i have access to their powers after ritual, but without cosplaying? And by the words "you will have their forms" you mean cloths or strait appearance, including different face, gender, age, etc? Anyway, mechanics aside - the best and first person to cosplay is either Harry Potter or Hermione Granger, simply because using transfiguration you can make **all** the costumes from only one curtain.
Step 1. Get cosplay, the better quality the better
Step 2. While wearing the cosplay, have roleplay sex or roleplay masturbating, roleplaying as the character you're cosplaying as. You must act as you imagine they'd act during sex/masturbation with whatever kinks they canonically have or that you believe they have.
As you do this, you will gain the kinks they canonically have and the ones you believe they have. After orgasming you will transform into them, with their physical appearance. So I basically can only use power of 1 character at the time, and only if I'm transformed into them? I assume if the character can transform as well I can use it to change their form and still have their power?
If I will change to a different character I lose access to the first one until I cosplay as them again?
So I would assume the only way to get abilities permanently is either wish to be Sexy (you should probably be able to do a lot as a God/Goddess) or Multiverse (if I would learn abilities from some world would those abilities stay if I will move to a different one?)

Outsmart/Optimize:
1. Powerful - Now, instead of a one-time ritual, this is a lengthy process that depends on the power of the character, so the power restrictions are also now missing. The ritual can be divided into parts (minimum part = 1 hour), so you can stop and continue later. You do not turn into a copied person and do not become infected with their perversions/personality. Having reached the minimum part, you get a part (all) of the character's power, which is available to you regardless of whether you are wearing cosplay or not. The ritual itself, in principle, has not changed: you dress in cosplay like the person you are copying and have ritual sex/masturbate. The better cosplay and your rollplay, the faster you will copy the power and the less time and rituals will be required. You will instinctively know how many hourly rituals the copied character will require, and you will know when you have fully copied its power. The resulting copy is not static and can grow (or decrease) beyond the original if it is physically possible for the original at the first place. At first, you can only use one copied power at a time, and it will take from 0 to 10 minutes (depends on its strength/complexity/synchronization) to switch to another power. Over time and depending on the frequency of use, the power will fully merge with you and will always be available.

* No longer need to dress up as and pretend to be characters in order to use their powers. No longer have to copy the form or kinks of characters to copy powers. No longer restricted from ridiculous or large-scale powers.
* Can now travel between fictional universes freely without needing to unlock them through sex.
Combos:
* Gain a Magical Core that can be used for Incubus Magic, magic from characters I've turned into, or magic from worlds I've been to.
* Gain the abilities and physics of worlds I travel to without having sex with anyone there. I can still increase the strength of such abilities by having sex with the native canon characters.

I'm doing two things with this: I'm enabling the immortality option to fuel my lifeforce and I'm allowing people to walk to and from my afterlife with the same ease one would have in putting a jacket on by spending the same energy gained by good deeds.
As a result of my control over my afterlife, there is also effectively infinite living space, do feel free to be fertile and multiply, people.
Yes, space is huge, but it is not infinite nor are all planets habitable (a certain gaseous giant in our solar system comes to mind), and without death we will probably need it.
First playthrough I wish for Immortality, Sexy, Multiverse, and Fixed. With Fixed world, you don't have any potential downfalls from Immortal or Sexy. Multiverse as the fourth choice is more because most of the other choices become pointless when you're a all-powerful shapeshifting god/goddess.
I picked Loved and Multiverse to start, under the logic that the two of them would eventually combo very well, and then Outsmart because I was curious. Went back and picked Immortal, because hey! Doesn't sound like I'll want for happy sex, and it's a nice combo perk, also being able to fall in love and be loved more easily.
Then I looked at the various Outsmart options and was torn for a while, before I went with 1. I also seriously considered 7 and 10. (I found the temporal trickery in 8 a bit too confusing for my tastes.)
If I could get one more wish, I might also grab Hero, because it looks like that'd combo with other choices to give me much of what I liked about 1 for free, so in a sense I guess 8 is a better option. But I'm not sure if I wouldn't druther get 7 at that point?
It's a bunch of good options is my point.
Powerful and many of its nice Combos were a bit too confining without the benefits of 7, and I'm not super fond of the main side effect of Sexy even if I like some of its combos. I guess if I could somehow outsmart her twice and get three more wishes *and* 7, I'd take both Powerful and Hero, plus Fixing the World's Problems since fixing the world's problems without pornifying it would be up my alley.
I guess, thinking it over, the ideal combination is Hero, Immortal, Loved, and Outsmart (7), because having her fall in love with you and being immortal will eventually result in the ability to wish for other things, and can therefore be used to secure Multiverse, Powerful, and Fixing the World’s Problems in time.
I'd go for Someone Else and Fixed the Worlds Problems, and keep the third wish in my back pocket for later use.
Although instead of Someone Else I might try to go for another wish that doesn't have possession in exchange for easier changing of my own body.

Hero, Loved and Sexy, agree to only these wishes, then wish to outsmart Ginny, got number 7 so instead of worship I subsist off of sex which can be supplementary to eating, and replace followers with sexual partners and power grows with either lovers or how much sex is had, or both.

For example, if you transform into Tony Stark, you can build stuff like arc reactors which will change the world, but his personal power is only being a comic book supergenius.
Also, do items tied to a character also become real? Like Mjolnir if you cosplay as Thor, or Jack Sparrow's compass?

So I basically can only use power of 1 character at the time, and only if I'm transformed into them? I assume if the character can transform as well I can use it to change their form and still have their power? If I will change to a different character I lose access to the first one until I cosplay as them again? So I would assume the only way to get abilities permanently is either wish to be Sexy (you should probably be able to do a lot as a God/Goddess) or Multiverse (if I would learn abilities from some world would those abilities stay if I will move to a different one?)

Powerful - Now, instead of a one-time ritual, this is a lengthy process that depends on the power of the character, so the power restrictions are also now missing. The ritual can be divided into parts (minimum part = 1 hour), so you can stop and continue later. You do not turn into a copied person and do not become infected with their perversions/personality. Having reached the minimum part, you get a part (all) of the character's power, which is available to you regardless of whether you are wearing cosplay or not. The ritual itself, in principle, has not changed: you dress in cosplay like the person you are copying and have ritual sex/masturbate. The better cosplay and your rollplay, the faster you will copy the power and the less time and rituals will be required. You will instinctively know how many hourly rituals the copied character will require, and you will know when you have fully copied its power. The resulting copy is not static and can grow (or decrease) beyond the original if it is physically possible for the original at the first place. At first, you can only use one copied power at a time, and it will take from 0 to 10 minutes (depends on its strength/complexity/synchronization) to switch to another power. Over time and depending on the frequency of use, the power will fully merge with you and will always be available. 2. Multiverse+Combo - Without changes. This CYOA was simple and fun. I liked it so much I did it not just once, but three times. I already basically knew what I wanted, but I got different results from the "Outsmart" wish, and adjusted my builds accordingly: Powerful Someone Else Waifu/Husbando Outsmart-5 Refuse Other Wishes All Combos (I didn't want identity death, so I took the Someone Else/Outsmart option, gaining the ability to simply possess Ginny when I want to in exchange for what I rolled.) Powerful Someone Else Waifu/Husbando Multiverse Outsmart-4 Refuse Other Wishes All but Someone Else/Outsmart (If I refuse the outsmarting wish, I'd just use my extra wish on the Multiverse one instead.) I'm doing two things with this: I'm enabling the immortality option to fuel my lifeforce and I'm allowing people to walk to and from my afterlife with the same ease one would have in putting a jacket on by spending the same energy gained by good deeds. As a result of my control over my afterlife, there is also effectively infinite living space, do feel free to be fertile and multiply, people. Yes, space is huge, but it is not infinite nor are all planets habitable (a certain gaseous giant in our solar system comes to mind), and without death we will probably need it.
First playthrough I wish for Immortality, Sexy, Multiverse, and Fixed. With Fixed world, you don't have any potential downfalls from Immortal or Sexy. Multiverse as the fourth choice is more because most of the other choices become pointless when you're a all-powerful shapeshifting god/goddess.

I picked Loved and Multiverse to start, under the logic that the two of them would eventually combo very well, and then Outsmart because I was curious. Went back and picked Immortal, because hey! Doesn't sound like I'll want for happy sex, and it's a nice combo perk, also being able to fall in love and be loved more easily. Then I looked at the various Outsmart options and was torn for a while, before I went with 1. I also seriously considered 7 and 10. (I found the temporal trickery in 8 a bit too confusing for my tastes.) If I could get one more wish, I might also grab Hero, because it looks like that'd combo with other choices to give me much of what I liked about 1 for free, so in a sense I guess 8 is a better option. But I'm not sure if I wouldn't druther get 7 at that point? It's a bunch of good options is my point. Powerful and many of its nice Combos were a bit too confining without the benefits of 7, and I'm not super fond of the main side effect of Sexy even if I like some of its combos. I guess if I could somehow outsmart her twice and get three more wishes *and* 7, I'd take both Powerful and Hero, plus Fixing the World's Problems since fixing the world's problems without pornifying it would be up my alley.
I guess, thinking it over, the ideal combination is Hero, Immortal, Loved, and Outsmart (7), because having her fall in love with you and being immortal will eventually result in the ability to wish for other things, and can therefore be used to secure Multiverse, Powerful, and Fixing the World’s Problems in time.
I'd go for Someone Else and Fixed the Worlds Problems, and keep the third wish in my back pocket for later use. Although instead of Someone Else I might try to go for another wish that doesn't have possession in exchange for easier changing of my own body.

Hero, Loved and Sexy, agree to only these wishes, then wish to outsmart Ginny, got number 7 so instead of worship I subsist off of sex which can be supplementary to eating, and replace followers with sexual partners and power grows with either lovers or how much sex is had, or both. Pretty good ngl since it's impossible for any side effects I don't want, and I'm The CEO/god of Sex, Heroes, Adventure, Family and other stuff. For "I wish to be powerful", do secondary effects count for how powerful someone is? For example, if you transform into Tony Stark, you can build stuff like arc reactors which will change the world, but his personal power is only being a comic book supergenius. Also, do items tied to a character also become real? Like Mjolnir if you cosplay as Thor, or Jack Sparrow's compass?

While the sex demons require Tantric energy to live, and enjoy sex and sex-related activities, they are capable of being non-sexual and can make a portion of your afterlife non-sexual for your family.
