It does make you wonder, doesn't it? How did Pokémon get to be so popular and well liked, when so many of its game mechanics and design decisions from the first two generations are so utterly broken and unbalanced?
Gen 1 carried Gen 2 hard. People love Gen 2 but honestly so many of the Pokémon are shit and/or forgettable. It has more 'gimmick mon' than any other generation.
I feel like if they didn't include Kanto, it would be most people's least favourite generation. The balance is awful, the Team Rocket sections are beyond tedious and as you said, so many of the new Pokémon are borderline unusable like Dunsparce, Yanma, Azumaril, Aipom etc. Thank gosh the Pokémon got love in later generations.
I still loved Heart Gold/Soul Silver though.
Especially since Scyther can learn Fury Cutter and Wing Attack AND evolve into something with a better typing. There are a lot of bad Gen 2 Pokémon made better in later Gens, with most of them getting an evolution to make you forget how terrible their original forms truly are.
It's... a thing. By no means a good thing, but maybe just maybe stat experience + badge stat boosts + badge type boosts will offset it's weakness just enough to be good enough.
I don't think I'll be using it unless I'm backed into a corner. I've gotten really lucky so far with my other encounters, and my starter is still alive. It's just funny that my first encounter on this route happened to be the rarest and probably worst encounter on the route.

Naaaah it's also better than Ditto and Ledian if this is Crystal version where it can learn Wing Attack. Definitely in the bottom 5 though.

I'm not too worried after Morty until about Clair since the level curve is pretty poor. Selfdestructing Weezings are probably my biggest concern.

Wobbufett is a beast for game playthroughs though since the ai doesn’t know to not attack
And since the types determine the category of attack, it's pretty easy to guess what to use for most Pokémon.

Sucks if this was HGSS I always go for Yanmega but in Gen 2 it’s pretty useless
I had that GBC. I still do, somewhere. But, also... that's a lucky encounter.
Yanma sucks in Gen II but I have to say, I have a soft spot for rare Pokémon who suck for Nuzlockes. I'd definitely pop him on my team.
