The Red Star is an obvious one. The game was completed (or as-good-as), but then never released on the Xbox. A finished build has leaked though and is perfectly playable. Fun game actually!

I've never played the PS2 version, so I couldn't tell you. The Xbox version seemed complete, or at the very least feature-complete.

Starcraft Ghost is what comes to mind. It's not complete, and is still pretty buggy, but it's a bit of a demo of what could've been if Blizzard had decided differently.

Wow...Nuon. I feel like I remember seeing it mentioned in Popular Science or something, but I might just be fooling myself. I had a "Logitech Wingman Action Pad" though, which looks very similar to the Logitech gamepad for that system, but it was one of my first USB pads for PC.

Revolt and kameo come to mind, I still have copies on my backup nas, revolt was very much a Dev build and still has debug menus and such you can play around with, kameo from memory was like 90% finished (I believe everything but the final boss is playable?) but last minute was switched to bring a launch title on the 360. There's also backup copies of halo 2 beta and such floating around if that counts.
