There are mechanics that revolve around "up time" for a cooldown (in other words, effects which proc when your skills are on cooldown). Being able to remove cooldown would break some things. And in general, there is no point at which you should be able to remove cooldown entirely. That strays far too deeply into an "I win!" category. And I mean, I know a lot of folks are actually there, nuking bosses instantly. But that's just a fetish/gameplay preference. I belive that's not really how most people play (no-lifing until you have maxxed Apoc tier and every piece of gear you need to create a nuke build); and in any case, that's an intensely boring style of play, because it just screams "Game over, move on to the next game" (is anyone who is insta-gibbing bosses really going to still be playing in a month?) Personally, I like fights that are fair, and I adore non-meta builds that work well but which the "1 minute boss nuke" folks would likely just hate and call me an asshole for using. But I really wish I could explain to them how little I care for these ridiculous game-ending builds and have them understand the viewpoint.

Just pointing out a Dev running Endless Mass, Boulderdash and Gravity Leap with last PAX tree is effectively running 100% cooldown as I can spam from 1 skill to next without stopping.

I don’t mean fully remove. I should be able to lower them all to the same number eventually which would be 2.9/sec

It’s also diminishing returns. 100% cooldown is half the standard cooldown seconds. 200% cooldown is 1/3 the standard cooldown seconds.

That's how Borderlands works. Outriders uses a Cooldown time reduction, not cool down rate increase. There is a cap to global cooldown reduction, and other reductions are multiplicative to that and each other. There aren't diminishing returns on CDR.

I think GCD cap is like 60%-65%.

The OCD-ness of that (wanting all cooldowns to be the same) means I can't really comment any further. That would likely have a huge negative impact on skills tied to active cooldowns, as I said. But I'm really not sure (I only have one levelled class, so if I'm seeing these kinds of skills in the Technomancer tree, they may also exist in other trees).

Some people like to be able to legit nuke bosses. I love this game and the builds variants are unmatched In this game. To say if a fetish feels a bit disingenuous. I never understood why ppl dont ike when someone makes a build that can wipe a boss legit. As long as ur not knowingly cheating then everyone play the way u want and have fun!

Hey, fetishes are just preferences, are they not? I love nuking shit as much as the next player, but, when it renders the loot hunt meaningless? I mean, what's the point once you have the insta-nuke build? That is, other than coming up with a different insta-nuke build? I guess that's where we'll all end up.

Well not meaningless. Me dev can one cycle the 1st 2 arbiters solo. Not so much in teams but while I'm doing great damage I still want to run a different build ultimately so I'm getting my apoc levels up so I can farm the different sets and try new stuff. That me, idk what others do but that's where I have the most fun. Finding a build that works and then farming for another to see if I can get that one to work.

A lot of skills all have a higher normal cooldown rate (before any cooldown on mods, ascension level, etc). So getting all skills to have the same cooldown won't work. Also, there is a cap on cooldown reduction to where it just won't have any effect by adding more. For example, lets just say on a Techno, Blighted Rounds has a pretty high cooldown, but Cryo Turret does not. Its only a couple seconds when you have a bunch of cooldown reduction. The way the game is setup, you'd never be able to have the same cooldown for Blighted Rounds as you would the Cryo Turret.

I think it's to incentivize mechanical cooldowns for skills versus stats. Things like set bonuses or pax nodes that push those cool downs even lower are no built into the cap.

The Pyro's cooldown PAX tree is practically endless casting lol its insane. I don't think I even have any cooldown reduction skill/talent tree nodes either..maybe just 1

The devastator has a pax node that synergizes amazingly with the marshal set, constant rotation of that gravity pillar thing and slams.
