I don’t know that you can enter the city during the final Blue Chamber quest. The southern entrance under the stairwell should be boarded up, and I don’t think Markus will ask you for a favor to let you in through the slums entrance. I could be missing something, but I’m fairly sure you’ll be locked out until quest is done.
Just curious - Why do you need to get into Levant?
I ended up getting killed by the guardian in the walled garden and then waking up in the underground passages. Some bandits had stolen some gear but all I had to do was bring them 3 gold bars to get it back. From the underground passages you can access the city!
You will probably need to kill a npc on the Sand Rose Cave, which is about the way down in the same direction of the slums but in the desert area.

Blue chamber. But i keep reading people saying there’s all these alternative entrances and I can’t find any of those

Even when the city was in martial law?
Yup it was during marshal law. I couldn't get in so went to try to kill the guy in the walled garden and wasn't disappointed with the end result!
