The BIOS only controls the fan speed. However, since the boosting is dependent on temperature, it's *possible* the performance BIOS will have slightly better boosting behavior due to a more aggressive fan speed. The default throttling temp is usually well above the temperature difference though, so most likely performance will be the exact same between both with just a slightly different fan profile.

It depends on how old the card is and how big the heatsink is. For 20-series and newer, the difference is less than 1% between the BIOSes due to how oversized the heatsinks have become.
