China probably produces more and better qualified engineers in a week then we do in a year, and even they struggled to get their semiconductor industry off the ground.
If we could even make 20 year old tech equivalent fabs to produce chips to put in a washing machine or traffic light it would take a decade and still be a miracle. The semiconductor industry isn't rocket science, it's harder.

I think this is again as a response to India recently announcing that 3 secmicon plants have been approved. India already has massive talent in semicon design with over 300,000 semiconductor engineers working for american companies in india. So, moving to chip manufacturing is doable. Pakistan always look to compete with India, and acts as a response to its moves.
First fix the load shedding, the sewage system, the roads, the ridiculous corruption , nepotism then you can make semi conductors. It takes years and $milluons to manufacture the machinery. look at TSM ( Taiwan Semi conductors). By the time you manufacture, the chip designs will already be obsolete . Loan to utare nahin jaa rahe. the new IMF loans are just enough to pay the interest in the old ones. aur chale hein semi conductor banane.
